History

In 1976, Presidential Decree (P.D.) No. 867 created the Philippine Convention Bureau (PCB), a non-stock, non-profit corporate body, which was mandated to create and maintain an organizational machinery to plan, develop and execute a campaign to promote tourism to, and attract international gatherings and events in, the Philippines; conduct a continuing program to develop Manila as a Convention City; supervise and coordinate all activities for the smooth operation of various conferences to be held in the country; and oversee the requirements and general welfare of the conventioneers. It was thereafter amended by P.D. No. 1448 in 1978, to perform the following general objectives:

(a) To create and maintain an organizational machinery to plan, develop and execute a campaign to promote tourism and to attract international congresses and conventions in the Philippines; (b) To conduct a continuing program to promote and project Metro Manila as a Convention City; (c) To supervise, assist in and/or coordinate all activities related to the smooth operation of various congresses and conventions to be held in the country; (d) To oversee the requirements and general welfare of the Conventioneers; and (e) To encourage and promote the development of skills and services necessarily connected with or forming an integral part in the holding of international congresses and conventions.

Thereafter, Executive Order No. 120-A was issued on July 20, 1987. It further strengthened the operation of the PCB and renamed the same as the Philippine Convention & Visitors Corporation (PCVC), which had the same general objectives as that of the PCB.

The PCVC was thereafter reorganized by Republic Act No. 9593, otherwise known as the Tourism Act of 2009, as the Tourism Promotions Board (TPB), a government-owned and controlled corporation attached to the Department of Tourism (DOT). It is mandated to be responsible for marketing and promoting the Philippines domestically and internationally as a major global tourism destination.
