The Partido Development Administration (PDA) was created on November 18, 1994 by virtue of Republic Act (RA) No. 7280. It was, however, formally organized and operated on October 16, 1997.
The PDA, as a corporate body, has jurisdiction over the ten municipalities of the Fourth Congressional District of Partido District, in the Province of Camarines Sur composed of Tigaon, Sagnay, Goa, San Jose, Lagonoy, Presentacion, Caramoan, Garchitorena, Tinambac and Siruma. It is under the supervision and direction of a Board of Directors whose members are the ten incumbent Mayors of the said municipalities and the Private Sector Representatives coming from each of the member municipalities.
PDA with a corporate personality has been mandated to discharge the following functions and powers: encourage the creation of economic zones and/or industrial estates, contract foreign and/or local loans and receive grants to implement programs, undertake measures to source out funds for the district's program, formulate and implement a comprehensive and integrated development program for the district, conduct inventory of resources, pass over all plans and projects proposed by LGUs and public agencies and private enterprises, recommend policies and programs affecting the area, and promote investments for the area.

To attain its corporate vision, the PDA shall catalyze industry and commerce through upgrading of human resources, enhancement of LGU capability, construction of basic socio-economic infrastructure and operation of pioneering business ventures, and preserving and safeguarding the environment.
By 2020, the Partido Development Administration envisions a district where the quality of life is comparable with the Lone District of the province of Catanduanes.
