On 6 June 1973, the Development Academy of the Philippines was created and established through the Presidential Decree No. 205. It was then amended on 9 December 1976 through Presidential Decree No. 1061.
Further amendment was made through the Executive Order No. 288 on 25 July 1987. Its Charter is legally empowered to offer graduate degree programs. Its first degree program, the Master in Public Management (MPM), was created in 1991. In 1992, then President Cory Aquino awarded the Corazon C. Aquino Presidential Endowment Fund to support the creation of the Institute of Public Management (IPM), which was to operate the MPM program.
Then, on 17 January 1994, the DAP Graduate School of Public and Development Management (GSPDM) was brought into being by the DAP Board Resolution No. 94-01. All the technical and material resources of the IPM were transferred to the newly created Graduate School. Today, the GSPDM comprises three Institutes: the original Institute of Public Management, the Institute of Productivity and Quality, and the Knowledge Resource Institute.
