The Small Business Guarantee and Finance Corporation (SBGFC) was created on 24 January 1991 by virtue of Republic Act 6977, as amended by Republic Act 8289. The Corporation was given a mantle of authority to offer a wide range of financial services, specifically for small and medium enterprises engaged in manufacturing, processing, agribusiness (except crop level production) and services (except trading). These financial services include among others guarantee, direct and indirect lending, financial leasing, secondary mortgage, venture capital operations and the issuance of debt instruments for compliance with the mandatory allocation provision.
In November 2001, by virtue of Executive Order No. 98, SBGFC was merged with the Guarantee Fund for SMEs (GFSME). The merger of the two government financial institutions created a more effective organization geared to meet the needs of the SME market. Through the merger, the National Government became the single biggest stockholder of Small Business Corporation (SB Corporation).
On May 23, 2008, RA 9501 or "An Act to Promote Entrepreneurship by Strengthening Development and Assistance Programs for Micro, Small and Medium Scale Enterprises” was signed into law, amending for that purpose RA 6977.
In 2021, as SB Corporation celebrated its 30 years of impact it has brought to the Philippine MSMEs, the new logo was also introduced as well as the caption “Where Philippine MSMEs Go to Grow”. Through this new identity, SB Corporation recommitted its advocacy for an educated, engaged and a more empowered Philippine MSME ecosystem with an unquestioned contribution to the socio-economic upliftment of the country.
SB Corporation is supervised by the Micro, Small and Medium Enterprise Development (MSMED) Council of the Department of Trade and Industry (DTI).
Our Mission is to relentlessly champion and bridge the financing needs of the neglected business segments of the country for their sustained growth.
By 2027, we will be the catalyst and leader in transforming the financing landscape of Philippine MSMEs, putting them at the forefront of inclusive economic growth.
