NDA was created on 12 March 1995 by virtue of Republic Act (R.A.) No. 7884 in pursuit of the policy of the State “to strive for national self-sufficiency in milk and dairy products as a vital feature in the attainment of a self-reliant and independent Philippine economy in the provision of proper nutrition and the generation of more employment opportunities for the people.” Hence, NDA was made by law as "the central policy determining and directing body tasked to ensure the accelerated development of the Philippine Dairy Industry xxx." (2nd par. of Sec. 4, RA 7884.)
Republic Act No. 10611 or the Food Safety Act of 2013 furthermore authorized the NDA to be the food safety regulatory agency ensuring food safety in milk production and post-harvest handling. (Sec. 16 (b), RA 10611)
Recently, two laws were passed: a) RA 11037 or the Masustansyang Pagkain para sa Batang Pilipino Act where a milk feeding program among Filipino children was institutionalized and which tapped NDA as one of the program coordinators [Sec. 4 (c), RA 11037]; and, b) RA 11524, the Coconut Farmers and Industry Trust Fund Act, mandating NDA to promote and provide dairy farming as one of the farm improvement options of the Trust Fund for the benefit of coconut farmers [Sec. 4, subpar. e, RA 11524].
The NDA is the successor-in-interest of the Philippine Dairy Corporation (PDC) which was abolished when the R.A. No. 7884 was enacted. Currently, NDA has five (5) Regional Departments: North Luzon Department tentatively holding offices at the Central Office; South Luzon Department at Lipa City, Batangas; Visayas Department at Mandaue City, Cebu; Northern Mindanao Department at Cagayan de Oro City, Misamis Oriental; and, Southern Mindanao Department located at Davao City.
To provide leadership to the Philippine dairy industry in partnership with the private sector through the provision of well-crafted policy, science-based technical expertise, sound business support and effective management of dairy programmes.
