The National Irrigation Administration (NIA) is a government-owned and controlled corporation created under Republic Act (RA) No. 3601 on 22 June 1963. NIA is primarily responsible for irrigation development and management. Its charter was amended by Presidential Decree (PD) 552 on 11 September 1974 and PD 1702 on 17 July 1980 wherein its capitalization was increased and the authority of the agency was broadened.
NIA's forerunner was the Irrigation Division of the defunct Bureau of Public Works. Upon creation, NIA was placed under the Office of the President (OP). In 23 September 1972 under PD No.1, NIA became an attached agency to the Department of Public Works, Transportation, and Communication . The issuance also integrated all irrigation activities under the Agency. In 25 July 1987 pursuant to Executive Order No. 292, otherwise known as the Administrative Code of 1987, NIA was placed under the Department of Public Works and Highways (DPWH).
In 14 September 1992 through Executive Order No. 22, NIA was transferred from the DPWH to the Office of the President. Then later on or on 14 October 1992 per Administrative Order No. 17, NIA was transferred under the direct control and supervision of the DA .
Purusant to Executive Order No. 165 issued on 5 May 2014 , NIA together with National Food Authority, Philippine Coconut Authority, and the Fertilizer and Pesticide Authority were transferred to the Office of the President and directly under the Office of the Presidential Assistant for Food Security and Agricultural Modernization (OPAFSAM) wherein the latter's functions are provided for under Memorandum Order No. 70.
In 3 November 2016, through a Memorandum from the Office of the President, NIA was placed under the supervision of the Office of the Cabinet Secretary. Secretary of the Office of the Cabinet Secretary was designated as Acting Chairperson of the NIA Board of Directors.
To plan, construct, operate and maintain irrigation systems consistent with integrated water resource management principles to improve agricultural productivity and increase farmers' income.
By 2022, NIA is a professional and efficient irrigation agency contributing to the inclusive growth of the country and in the improvement of the farmers' quality of life.
