The Local Water Utilities Administration (LWUA) was created under Presidential Decree (P.D.) No. 198 as a specialized institution for the promotion, development and financing of local water utilities in provincial cities and municipalities outside of Metropolitan Manila. It has the power and duty to establish standards for local water utilities including water quality, design and construction, operations and maintenance, among others. In 1987, LWUA’s mission and area of responsibility expanded from Level III systems (individual household connection) to Level II service (communal faucet system) in order to facilitate areas where Level III system is not feasible.
Pursue the National Government’s goal of universal access to safe water and sanitation including septage and sewerage management in the countryside by:
Developing Local Water Districts into self-sustaining institutions through financial, technical and institutional development and regulatory services;
Partnering with other government agencies and institutions;
Sustaining LWUA as a viable and effective organization.
Adequate and sustainable safe water and sanitation services (with Governement Guaranteed Funds) in the countryside by 2030 through self-reliant Local Water Districts
