The Metropolitan Waterworks and Sewerage System is a government-owned and controlled corporation created under Republic Act (R.A.) No. 6234 with the dissolution of the National Waterworks and Sewerage Authority (NWSA), in accordance with the policy of the state to supervise and control “the establishment, operation and maintenance of [waterworks] system.” The MWSS’ primary objective is “to ensure an uninterrupted and adequate supply and distribution of potable water for domestic and other purposes” at just and equitable rates. It has jurisdiction over the waterworks and sewerage system of all the cities of Metro Manila, as well as some provinces of Cavite and Bulacan.
